Based in Long Beach, California, the Institute for Underwater Crime Scene Investigation (IUCSI) is being established to train and certify law enforcement personnel, public safety professionals and investigators in the science and conduct of underwater crime scene investigation. This includes, but is not limited to, operational standards, policies, and procedures to execute thorough underwater investigations. IUCSI will be the recognized leader in this nontraditional science, fostering a greater level of understanding and cooperation.
The Institute’s mission is to educate and train professionals in nationally standardized, science-based techniques, policies, procedures and technologies related to underwater crime scene investigation, including search-and-recovery operations, investigative methodologies and safety. The rigorous curriculum is tailored to increase underwater safety, experience and confidence, in turn decreasing the margin of error in this highly technical discipline.
IUCSI will provide two-day and two-week classroom and field training programs tailored to meet established and accepted national standards as well as the demanding needs of public safety officials. These programs will advance the capabilities of underwater investigators, affording them the greatest probability of success by instilling the knowledge, discipline and innovation required to accurately collect, examine and present evidence to local, state and federal legal systems.
The IUCSI Advisory Board is comprised of nationally-recognized experts in their respective marine, science and law enforcement professions, including members of the United States Coast Guard, United States Navy, Federal Bureau of Investigation, Department of Homeland Security, American Academy of Scientific Diving, state and local law enforcement, marine sciences, marine equipment development and manufacture, criminology and criminal justice. The Board will provide constructive recommendations and guidance on the overall purpose, mission, curriculum and public image of the IUCSI based on the national standards for underwater crime scene investigation established by the inaugural UCSI National Conference.
